Joseph S. Ferris, PhD
Founder + Partner
As an ecologist and environmental scientist with over thirty years of experience, Joe's career has included work and studies in marine, aquatic and terrestrial environments, from temporate to tropical systems.

Director and Principal Scientist, Joe leads ECAP Group’s business development, project planning and delivery.  Specialties include cumulative impact assessment, adaptive management, ecological risk assessment and ecosystem-based management.
Dorothy M. Gibb, PhD

A practicing environmental consultant since 1988, Dorothy Gibb has been involved with a variety of environmental projects including large-scale industrial and residential developments, environmental restorations, policy development and implementation, ecosystem management and adaptive planning, and threatened and endangered species and habitat management.
Chris Eberly
Partner
Chris Eberly is recognized as an avian specialist with over 20 years research and natural resources management experience. As Program Coordinator for the United States Department of Defense Partners in Flight from 1997 to 2014, he was responsible for its overall operation and management, developing it in to the internationally recognized organization it is today.
Stephen C. Helfert
Associate
Steve Helfert is a Natural Resources Advisor and former United States Department of Defense liaison with the US Fish and Wildlife Service. He has extensive Department of Interior and military experience in natural resources management and has worked with headquarters’ staffs, regional offices and installation managers.
Bud M. Watson

(Jeter) Bud Watson, is an environmental attorney and environmental scientist. He was the first director of the Chesapeake Bay Foundation's Virginia office, and in that capacity he participated in the drafting of the landmark Chesapeake Bay Preservation Act. He holds memberships in the Virginia State Bar, United States District Court for the Eastern District of Virginia Bar, Fourth Circuit of Court Appeals Bar, and the United States Supreme Court Bar.
